Only Go Here if You Are with Chinese People

Every time I have been here with at least one Chinese person it has been fantastic and every time I have been here with no Chinese people it has been so-so. The food can be very spicey and they have a 1-5 "hot pepper" rating system. Last time I was there I was with another foreigner and I said (in Chinese) "This has 4 hot peppers, we want 4 hot peppers. I know we are foreigners but we like spicey food so please make it 4 hot peppers." When we got the dish I would have given it 1.5-2 hot peppers and a completely different flavor than the last time I got it. The time I ordered the same dish with a Chinese friend it took us about 45 minutes and four orders of rice to get through it because it was so spicey and my foreign friend and I wanted that same challenge and taste. Towards the end of our meal the manager (who spoke very good English) came over and asked us how everything was and we told her about how it wasn't very spicey and not at all the same flavor. She explained how they actually sometimes make dishes with different peppers for foreigners to make it not as spicey. We explained that we had told the waitress in Chinese we wanted it very spicey and she said that we should ask for it 5 peppers next time. This obviously makes no sense as she had just admitted they made it less spicey cause we were foreigners. Seeing as we had already explained very clearly that we wanted it made spicey even tho we were foreigners and it still wasn't very good I don't see the point on going back here.
