Scarlett is rapidly turning into one of my favorite Western restaurants in town...

The atmosphere itself is nice. Upscale club vibe... lots of leather and red (given the name), dub/house music, and plenty of "beautiful people." Its a little hotel-bar-esque at times (it is in a hotel, after all), but it doesn't feel like hanging in a Howard Johnson's lobby lounge or anything like that...

The waitstaff are appropriately attentive and pleasant. As the place primarily caters to Westerners, the level of English is pretty good, too.

The food itself is great. The recently overhauled menu is oriented around wine and tapas. The chef stocks a great selection of imported cheeses and charcuterie... I love to go and get a cheese plate, a charcuterie plate, and a bottle of wine. The mussels and fries (moules frites) are fantastic. And the burger is arguably one of the best I've had in Beijing. Smothered with blue cheese and bacon, its fantastic. My only complaint is, as someone else pointed out, the bun gets mushy fast.

It ain't cheap, but I feel like the value is solid and that relative to other restaurants with similar personalities and menus, its actually on the bargain side. Dinner for two + a bottle of wine rarely costs me more than RMB 450 (with half of that being wine).

And the "check box" tapas menu is dirt cheap... 3 small tapas plates for 28 kuai...

Lastly, its got a great pool-table that's well-maintained and well-serviced. If you can handle the French pool-sharks, its great for billiards fans.
