is ciro's really doing that bad?

we go to ciro's almost weekly,
despite the roaches in the yard, the never good but always ok food, the waiters that are supposed to understand english but serving wrong orders.
But Yesterday was definitely the last try, we got a table outside and wanted to order straight away, instead of taking our order the waiter tells us that there is a 200rmb charge to sit outside... WTF!
We usually order quite a lot and 200rmb is definitely possible, but a minimum charge for a table? is there a band playing outside? is there any thing except the food that i have to pay anyway?
So we ask for the manager, he tells us that is company policy and they always do that...well you didn't last week and before that.

Shame on you guys i would give you 0 stars but i have to give you one.
and you just lost 4 customers that will never come again.
