Survey: Dog-Murdering Urban Management Officers Not So Popular with Non-Pet Owners Either

It seems Urban Management Officers, when they're not busy beating dogs to death in front of their owners, are doing a good job convincing other segments of the population that they're loathsome for other reasons. 

A survey by the Chinese Academy of Social Services (CASS) found that the officers, better known as chengguan, had the worst image of a number of administrative authorities in China, Global Times reported Thursday.

"Chengguan are ranked the most unpopular officials in China to due to more than a dozen cases of violent law enforcement in 2013," Global Times reported.

CASS's "Public Image Crisis Countermeasure Research Paper 2013-14" was published on Monday. 

Placing behind chengguan in the unpopular sweepstakes were management staff of schools and hospitals, the report said.

I'm not condoning anything, just stating the facts. You had an illegal dog (for three months, apparently) and it was destroyed for being illegal. I have seen stories about the exact same thing happening in other parts of China.

Maybe you haven't seen such stories, but at least now you know. Next time you get a dog just keep it out of sight until it's registered, after which you will have no problems of this nature. Live and learn.

the law is you can only have certain kinds of dogs in the city and that you can only have 1, if you have more you cant register them, thus if you get caught out and about with the dog they will take it away and it will be killed, that is reality if you really loved the dog you would put in effort to find it a new home or convince a friend to register it for you, not walk it around get it killed then blame the law.

I dont agree with the method of killing but I guarntee you if they just take the dog away it's fate is the same, the only way to change it's fate is in the stupid owners hands.

How is beating a dog to death on the street legal? Ohdjango, you must be a very hard person to keep condoning this behaviour. I am totally biased as I looked after this dog for months. I could not register him as I have three dogs already, all castaways, but just because he wasn't registered doesn't mean he wasn't a loved family pet. I have talked to the police repeatedly about this and they agree it wasn't legal and it shouldn't have happened. They aren't going to do anything about it but even they agree it wasn't right. I seriously can't understand how people can't see the injustice here. This little dog was very kind and gentle and didn't deserve this brutal and violent end. There is probably nothing I can say to make you change your mind but try to have some sympathy for this gentle kind dog and his grieving owner. I am still sick to my stomach when I think of his brains being dashed all over the sidewalk because some cruel and heartless punks felt disenfranchised. Or maybe they are just pure evil. Whatever their motivation it was misplaced and inhuman.

why is the owner blaming the chengguan for this, their method may be brutal, but it's the same result as them taking the down and killing it some where later on.

The real criminal here is the owner who did not do the right thing by his pet by registering it, he is the one at fault here, oh but he says he was getting it soon well dont take your dog out until you have all your paper work sortedj these guys didnt break down his door he had an unregistered dog out in a public place.
